You will never charge your cell phone from a 12 dollar solar panel. Well maybe you can if you leave it hooked up for three of four days or longer.

You really need to know voltage and current (which is watts - P=IE), but without sufficient voltage from the solar panel, you won't be able to create the potential difference (voltage) needed to cause current to flow to the battery.
