It could. Lithium batteries (like in cell phones and laptops) like to be fully dis-charged before re-charging. Lead acid batteries (car batteries) can go completely dead if fully discharged - so, theoretically it could stop that from happening.

Probably voltage output is too low to charge a 9 volt battery.

You can buy another charger, or add a DC-DC converter to boost the 3 volts to 9 volts.

Solar cells have a high output impedance, which tends to produce a constant current. A constant current is one way to charge a cell.

So why not connect them together? I don't think you need a regulator.
