Solar powered fence chargers, use the sun to charge a battery. A number of things could be wrong. The solar panel is going bad (not fully charging the battery) this would explain the faint click. The battery itself may be bad (not holding the charge)

Try Tape fencing on the top, and two or three rows of barbless wire. That has always kept all of our horses in, and other horses out. =)
