I want to build a 60 watts, 12 volt panel, and 3.5 amps is given off of each cell .. i bought a charger controller that is for 12 volt but it only says 7 amps.. can i connect that will the panel once finish?

A 12 volt panel can either be 33 cells or 36. 36 is better. The open circuit voltage will be at least 18 [36 x 0.5v], but likely higher. You want it higher since a 12v battery is fully charged at about 14.2v.
