Check Maplins though they have some good deals on solar panels and be sure to get a Voltage Regulator or you might blow your battery up!

If you connect through the cigar lighter then yes it must be live.
These solar chargers also come with crocodile clips to attach direct to the battery.

You can buy a small vehicle battery solar charger at many stores. They don't put out a lot of current unless you spend a lot of money, but they will keep a battery from going dead from lack of use.
