When a panel says 18 volts out, that's the most you'll get out of it. So if you connect it to 72 volts, either no current will flow, or worse, current will flow the wrong way.
I suspect the panel you have in mind is very low power....
I have a small cabin and running solar panels. I can either go with a 12v or 24 v system. the solar panels are on the roof and not far from the battery packs. Is that the only reason to go 24 v is for distance?
The higher the voltage the lower the current that needs to flow, in proportion. Higher current means higher voltage drop over all the wiring so 24V would be a better bet for technical reasons. Rememer the wiring between battery and point of use....
