Usually one would use either solar or wind, but not both. If you have good wind, it will be cheaper than photovoltaic.

If it was me i would use a 12 volt regulator then put 10amp diodes on each battery charging line so they couldn't feed into each other. Then you could still use the 48 volt for what ever you need.
